Our History
In the 1970s the Commonwealth Housing Development was considered among the most dangerous public housing facilities in Boston. During this time occupancy fell more than 60% windows were boarded up, buildings fell into disrepair.
Instead of giving up Development residents banded together and formed the Commonwealth Tenants Association (CTA) in 1979. As a strong and active force, the CTA quickly secured $30 million to renovate the Development, established educational and social programs, and initiated conflict resolution classes and community-wide events for its 1,000 residents.
The CTA is a strong and active force in guaranteeing services and suitable living conditions for tenants. The CTA is also a third party signatory to the management contract of the Development, making it one of only two housing developments in Boston to be privately managed. In this capacity the CTA works with the BHA and Corcoran Management Company to ensure a safe and well-maintained living environment; to establish residents as full partners in the management of their homes; and to empower residents as the true leaders and responsible stewards of their community.
